The point: Isaiah Armstrong and Armstrong Painting & Construction is not licensed general contractor, nor licensed in any field in the state of Alabama, nor was it even a licensed business when he took my contract. Angi has been informed of this repeatedly and has refused to take action.

“Isaiah Armstrong Painting & Construction, LLC,” is not a registered corporation under that name in the State of Alabama, nor is “Armstrong Painting & Construction.” “Isaiah Armstrong Construction, LLC,” believed to be the true legal name of the corporation, is an Alabama-registered limited liability corporation registered on February 11, 2021. Isaiah R. Armstrong (herein after referred to simply as Isaiah Armstrong) is listed as the Registered Agent. The registered office mailing address is:

“Armstrong Painting & Construction” is listed on Angi as residing at the following address:

This address is the registered address of a business called “Genesis 1 1 Construction, LLC.” It is unclear what relationship, if any, exists between Isaiah Armstrong Construction, LLC and Genesis 1 1 Construction, LLC. Regardless, I executed this agreement with Isaiah Armstrong as a representative of Isaiah Armstrong Painting & Construction, LLC, and not with any other contractors regardless of physical or business proximity.
It is not clear which of these addresses is accurate for Isaiah Armstrong Construction, LLC, and Isaiah Armstrong did not respond to requests to clarify which address for his business is accurate.
As of May 12, 2022, Isaiah Armstrong is not a licensed general contractor, either through the Alabama Licensing Board of General Contractors or the Homebuilders Licensing Board. He would need to be licensed through one of these two boards to accept contracts as a general contractor in Alabama. Nor was he licensed by either board in June of 2021.
On his Angi page, it says "No License Required for Trade". Among the many trades he lists on his Angi page are "Plumbing," "Electrical," "HVAC," "Roofing," and other trades that are required to be licensed or overseen by a licensed individual in the state of Alabama. Being generous this is, at a minimum, misrepresentation.
Neither Isaiah Armstrong nor Isaiah Armstrong Construction, LLC. are listed as a licensed general contractor in the state of Alabama’s Licensing Board for General Contractors website.
Neither Isaiah Armstrong nor Isaiah Armstrong Construction, LLC are listed as a licensed general contractor on the Home Builders Licensure Board website, despite accepting such contracts and advertising themselves as a “general contractor” in several locations online. An “Armstrong Construction, LLC” is listed, but this listing is out of Montgomery and the designated qualifying representative is listed as a Charles M. Armstrong, therefore is not believed to be related to Isaiah Armstrong Construction, LLC.
According to a call I placed to Jefferson County in June of 2021, Isaiah Armstrong Construction, LLC was not, as of that time, a currently licensed business in the City of Birmingham; the license expired in 2020 and has not been renewed. Isaiah Armstrong Construction, LLC is not a licensed business in Jefferson County or the City of Adamsville either. Isaiah Armstrong Construction, LLC is not licensed to do business in the City of Madison, either as an Out of City Business or as a Contractor. These licenses would be required to conduct this business in the City of Madison.
It is currently unknown if Isaiah Armstrong Construction, LLC is a properly licensed business in the State of Alabama pursuant to Alabama Code Section 40-12-84 despite publicly offering and performing such services as would be required under this statute. Note that this stature specifies that “if the gross amount of all orders or contracts accepted aggregates $5,000” or more, such a license would be required. My contract with Isaiah Armstrong was for $2,500. It is possible that Isaiah Armstrong Construction, LLC would not require this license assuming they only took on one job of the size of mine per year, but I find this highly unlikely.
It is unknown if Isaiah Armstrong Construction, LLC has a bond, liability, or indemnity insurance policy. Isaiah Armstrong did not respond to my repeated requests for information regarding these apparent discrepancies.
As far as I have been able to research, as of this time, Isaiah Armstrong is not licensed by any board to perform any trade in the state of Alabama, nor was he at the time he offered his services on the Angi marketplace.
Isaiah Armstrong is not, as of this time, licensed to conduct business by any government or jurisdiction that I have been able to identify, nor was he at the time he offered his services on the Angi marketplace.
I affirm that this information was not known to prior to the contract being signed with Isaiah Armstrong, as I believed that Angi had properly vetted people to whom the details of his job were sent, and that I was dealing with a licensed, insured, and reputable general contractor.
I would not have contracted this job to Isaiah Armstrong if I had been aware of the information above.
